1. CALL TO ORDER – ROLL CALL & DETERMINATION OF A QUORUM
Board Chair, J. Gower called meeting to order at 8 a.m. All directors present, B. Nelson, E. Duggan, T. Holmes, J. O’Hara. Staff; Manager O’Gorman and Lynn White. Other 9 others in attendance.
2. ADOPT AGENDA
Copy of Agenda for this meeting Feb. 28, 2019: For review and approval.
MSC (Duggan/O’Hara) move to approve the agenda with following amendment, move 9.1 & 9.2 in front of 7.1. Motion carried.
3. ADOPT MINUTES
Of the Jan. 24, 2018 regular meeting. Minutes in Board folder for review and approval.
MSC (Holmes/Nelson) move to approve the minutes. Motion carried.
4. CONSENT ITEMS FOR BOARD APPROVAL
Consent Calendar items are expected to be routine and non-controversial, too be acted upon by the Board of Directors at one time without discussion. If any Board member, staff member, or interested person requests that an item be removed from the Consent Calendar, it shall be removed so that it be acted upon separately.
4.1. Financial Statements for January 2019; and payables for February 2019.

Manager pulled 4.2 & 4.4, Manager O’Gorman reported that Mike Searcy gave 2 weeks’ notice and will be going to work for the Yurok tribe. This storm caused trees to come down in Creekside park and at Kimtu campground. Due to the seriousness of the situations, Watkins Tree service was called to take the trees down. We would like to use tax monies to pay for the costs.

5. STAFF REPORTS
5.1. Water Department Report (O’Gorman)
The treatment facility pumped 7.4 million gallons in January, 240,000 gallons per day. The treatment plant is running well. However, the generator seen us through the power outage, but the water pump went out then next day. The Electrician (Pavlo) is fixing it today, and will be doing inspections and maintenance every 4 months from now on.
5.2. Wastewater Report (O’Gorman & Kaspari, GHD)
There has been no movement on the property. We should hear something by the end of March.
6. Board Member Report
Bruce Nelson reported that Jacques Neukom checked on all of his neighbors to make sure everyone was alright during these winter storms. Many neighbors were helping each other, he said it’s a great neighborhood. Judy Gower wanted to thank her neighbors the Dobrec’s for helping them get out through their property. Tyler Holmes want to let everyone know that while everyone was getting help his neighbors where getting robbed at gun point. Ed Duggan reported there is new regulations for fishing the spring run. The Yurok and Salmon River Restoration got the river closed to fishing until Oct. 15th. This is an emergency basis, plan of recovery.

9.6 Barbara Darst reported for the Fire Safe Council.
7. UNFINISHED BUSINESS
7.1 Director Duggan wishes to review discussion regarding the update of the Willow Creek Community Plan.
Ed Duggan wanted to remind everyone to attend these meetings. Humboldt County needs to know we, Willow Creek, matters. Willow Creek needs to update our general plan with the County, this is very important.
HUMBOLDT COUNTY COMMUNITY PLANNING MEETINGS
March 6, County of Humboldt, Community Plan, Housing Element. This meeting will be at
the District C.S.D. office at 6:00 p.m.
March 7, County of Humboldt, General Plan Rezoning in Willow Creek. This meeting will be held at
Trinity Valley School at 6:30 p.m.
(note: these meetings are set by Humboldt County and are subject to change)
8. NEW BUSINESS
8.1 Staff recommends approval of Resolution 2019-01 Reschedule Election of Governing Board Members to even years, to be in line with regular elections.
Board Vote needed.
MSC (Holmes/O’Hara) move to approve resolution 2019-01. Motion carried.
8.2 Staff recommends monitory AB1234 Training.
Board to set training date.
Wed. March 13th at 4:30 p.m. here at the district office.
8.3 Board to discuss county application number #PLN-2018-15131for Commercial Cannabis Nonvolatile Manufacturing and Distribution activities. This proposed project is at 39057 Hwy 299 (downtown Willow Creek, at the old River Song building)
Board directed staff to write a negative letter. This is not what Willow Creek would like to see in the down town corridor. We would like to see retail shops.

10. ITEMS FROM THE FLOOR
Hannah Whyte stated that the camp ground needs to be cleaned up.
11. CLOSED SESSION
At any time during the regular session, the Board may adjourn to closed session to consider existing or anticipated litigation, liability claims, real property negotiations, license and permit determinations, threats to security, public employee appointments, personnel matters, evaluations and discipline, labor negotiations, or to discuss with legal counsel matters within the attorney client privilege.
Property Negotiations – Brizard Property adjacent to Creekside Park.
