Notice is hereby given that at the date, time and place shown above, the Willow Creek Community Services District (District) will hold a public hearing to consider a water rate increase to cover water treatment and water distribution services for the next five (5) years (2023-2027). The purpose of this notice is to describe the proposed water rates and notify you of the public hearing.
Protesting the Proposed Water Rates
Written protests from property owners and District customers may be submitted in writing any time before the closing of the public hearing (date and time stated above). Protests may be mailed to the District, hand delivered to the District at the customer counter or brought to the District public hearing and hand delivered at that time. Protests will be accepted and tabulated pursuant to Prop 218 requirements. Pursuant to California Government Code Section 53755(a)(3)(b) only one written protest will be counted per parcel. If written protests against the proposed rates are presented by a majority of owners and/or customers (50 percent plus one), then the District cannot approve the proposed rate increase and will have to find other means or methods to mitigate rising costs.
A protest must be received, in writing, by the District prior to the close of the public hearing (date and time stated above) and include the following:
- Signature of the property owner or customer of record submitting the protest
- The address of the property (service address or Assessor Parcel Number (APN)
- Statement of protest against the proposed water rate increase.

Water Rate Study
The Willow Creek Community Services District recently hired Trinity Valley Consulting Engineers to complete a water rate study. The study determined that our rates need to be increased, such that we can accomplish the following:
- Produce sufficient revenue to fund ongoing operations and maintenance in order to meet current and anticipated cost increases.
- Build and maintain both operating and capital replacement reserves and continue the ongoing repairs and replacement program in the water treatment and distribution system.
