NOTICE IS HEREBY GIVEN that the Willow Creek Community Services District (WCCSD) as Lead Agency has completed a Draft Environmental Impact Report (Draft EIR) for public review and comment for the Downtown Wastewater System Development Project pursuant to the California Environmental Quality Act (CEQA).

PUBLIC REVIEW AND COMMENT PERIOD : State law requires a minimum 45 day public review period for the Draft EIR. The public review period begins on June 15, 2015 and ends July 29, 2015 at 5:00 p.m. All comments must be submitted to the WCCSD within this time period. Comments may be provided in writing, by email or orally at a public hearing. All comments received by the close of the comment period will be responded to in writing in the Final EIR. The Final EIR must be completed and certified by the WCCSD Board before a decision can be made on the proposed project.

PUBLIC HEARING : A public hearing is scheduled for purposes of receiving public comments on the Draft EIR on June 25, 2015 at or after 8:00 a.m. at the District Board Room located at 135 Willow Road, Willow Creek, California.
PROJECT LOCATION : The proposed project site for the Downtown Wastewater System Development Project is located in unincorporated Humboldt County within the commercial core area of the community of Willow Creek. The proposed collection area is primarily within the road right-of-way and the treatment and disposal sites are located off of Flower McNeil Road, Assessor Parcel Numbers 522-201-001, and 522-321-047.
PROJECT DESCRIPTION : The proposed project would include a gravity wastewater collection system with one pump station (potentially two pump stations, based on final design); a recirculating gravel filter treatment system located at the Mill/Stockel site; subsurface disposal (leachfield) at the Mill/Stockel site; and onsite dewatering using a polymer injection system and a roll-off style dewatering container.
CEQA STATUS : The Draft EIR has been prepared consistent with CEQA (Public Resources Code [PRC] Section 21000 et seq.) and the State CEQA Guidelines (California Code of Regulations [CCR] Title 14, Section 15000 et seq.). The project could result in significant impacts and mitigation measures have been proposed to reduce the significance of impacts to a less than significant level in the areas of: air quality, cultural resources, geology and soils, hazards and hazardous materials, noise, and transportation. The project site is not on any of the lists of hazardous waste sites enumerated under Governmental Code Section 65962.5.
